Edinburgh runs on Scottish rules
Your Council Tax bill includes water and sewerage, prescriptions are free, and children start school in P1 each August. Plan your first week around Scotland’s system, not England’s.
Living in Edinburgh: what to sort out first
Living in Edinburgh means dealing with Scottish public services. Your local authority is The City of Edinburgh Council, and healthcare comes from NHS Scotland through the local health board, NHS Lothian. In your first week, do three things: register with the council so your Council Tax account starts (the bill also covers Scottish Water charges), register with a GP practice, and pay for buses by contactless so the daily cap applies. Prescriptions in Scotland are free, and anyone aged 5 to 21 who lives in Scotland can travel free by bus with a National Entitlement Card.
This page is for people arriving to work, study or join family. Scotland sets its own rules, so guides written for England will often be wrong here. First confirm your address is in the city council’s area on GOV.UK: Find your local council ↗. The council’s Moving to Edinburgh ↗ page links to Council Tax registration, GP registration, schools and free school meals.
Council Tax in Edinburgh includes your water bill
In Scotland, water and waste water charges from Scottish Water are billed alongside Council Tax, according to mygov.scot ↗. You usually pay if you are 18 or over. The Lothian Valuation Joint Board decides your property’s band, and you can appeal if you disagree.
Water rates in Edinburgh 2026/27
In Edinburgh, water and waste water (sewerage) charges are set by Scottish Water but billed and collected by The City of Edinburgh Council on your Council Tax bill, so there is no separate water bill for most homes. The amount depends on your property’s Council Tax band: from 1 April 2026, Band D pays £652.32 a year for water and waste water (£301.95 plus £350.37), on top of £1,626.05 Council Tax.
For 2026/27 the council agreed a 4% increase across all bands, and Scottish Water charges rose by 8.67%. These are the annual charges published by The City of Edinburgh Council ↗:
| Band | Council Tax | Water | Waste water | Total per year |
|---|---|---|---|---|
| A | £1,084.03 | £201.30 | £233.58 | £1,518.91 |
| B | £1,264.71 | £234.85 | £272.51 | £1,772.07 |
| C | £1,445.38 | £268.40 | £311.44 | £2,025.22 |
| D | £1,626.05 | £301.95 | £350.37 | £2,278.37 |
| E | £2,136.45 | £369.05 | £428.23 | £2,933.73 |
| F | £2,642.33 | £436.15 | £506.09 | £3,584.57 |
| G | £3,184.35 | £503.25 | £583.95 | £4,271.55 |
| H | £3,983.82 | £603.90 | £700.74 | £5,288.46 |
- Single adult: if you are the only adult in the home, the single occupancy discount ↗ takes 25% off your Council Tax, water and sewerage charges.
- Council Tax Reduction: you still pay water and waste water charges, but households on Council Tax Reduction may get up to 35% off them through the Water Charges Reduction Scheme. The council applies it automatically, according to Scottish Water ↗.
- Students: full-time students are exempt from household water and waste water charges, so a home where everyone is a full-time student pays neither Council Tax nor water charges.
Not sure of your band? Search for your address on the Scottish Assessors website ↗.
Water and sewerage stay on the bill even if you get Council Tax Reduction, but some discounts do reduce them, including the single occupancy and student discounts.
| Your situation | What the council offers |
|---|---|
| You are the only adult (18+) in the home | 25% off Council Tax, water and sewerage, once you have registered with the council |
| All adults but one are students | 25% discount |
| Everyone in the home is a student | 100% exemption |
| Non-British spouse or dependant of a full-time student, whose visa bars work or public funds | Can be treated as a student; the council needs to see your passport and UK visa |
Details: single occupancy discount ↗ and student discount ↗. A student, for the council, studies 24 weeks a year at 21 hours a week on a full-time course. Example: one adult alone in a Band C flat pays 75% of £2,025.22, about £1,518.92 a year including water. To register, use the moving house form ↗ with your new address, postcode and the seller’s or agent’s details.
Buses and trams: Lothian Buses and TapTapCap
Lothian Buses runs services across the city, and its City DAY ticket also covers Edinburgh Trams, except the airport section. With TapTapCap you tap the same contactless card or phone every time you board, and Lothian works out the cheapest adult daily or weekly fare. Weeks run Monday to Sunday, and each person needs their own card or device.
| Lothian Buses fare | Price |
|---|---|
| Adult single | £2.40 |
| Child single (age 5 to 15) | £1.20 |
| Adult City DAY ticket | £6.00 |
| Adult daily cap with TapTapCap | £5.70 |
| Child City DAY | £3.00 |
| Family day ticket (up to 2 adults and 3 children) | £13.00 |

Free bus travel for 5 to 21 year olds. Transport Scotland ↗ says everyone aged 5 to 21 living in Scotland can travel free by bus, but they need a National Entitlement Card (NEC) or Young Scot NEC. People seeking asylum and refugees in this age group are eligible too, but must apply through their local council rather than online. More in our UK transport guide.
Healthcare: NHS Lothian and registering with a GP
Edinburgh is part of NHS Scotland, and the local health board is NHS Lothian ↗. NHS inform ↗ sets out how to register:
- Search for a practice near you. The result is only a guide, because your address may not be in that practice’s area.
- Download the registration form, fill it in and email it to the practice. It does not need a signature.
- Wait for the practice to phone or email to confirm.
ID and proof of address help, but NHS inform says you should not be delayed or refused without it. Permanent registration is for people staying more than 3 months; otherwise you are seen as a temporary resident. Records from outside the UK are not traced, so bring your own reports.
Prescriptions are free. NHS inform ↗ confirms prescriptions in Scotland are free. A prescription written in England is charged at the English rate of £9.90 per item unless you are exempt. See our healthcare guide.
Schools in Edinburgh: P1 and catchment areas
Scottish children start in Primary 1 (P1) in August. The start date depends on the birthday, according to Parentzone Scotland ↗:
| Child’s birthday | Usually starts P1 |
|---|---|
| 1 March to 31 August | August of the year they turn 5 |
| 1 September to the last day of February | The August before they turn 5 |
If your child is still 4 on the start date, you can defer entry by a year, and deferred children get an extra year of funded early learning and childcare.
The council gives your child a place at the catchment school for your address, explains mygov.scot ↗. For another school you make a placing request. The City of Edinburgh Council ↗ says P1 registration for 2027/28 opens in November 2026, for children born between 1 March 2022 and 28 February 2023. You choose your non-denominational catchment school, your Roman Catholic catchment school, or the city’s Gaelic primary; no Gaelic is needed to enrol. Places at Catholic schools are not guaranteed and baptised Catholic children get priority. Our schools guide lists questions to ask.
Students and community services
The council shares student data with the University of Edinburgh (including Edinburgh College of Art), Heriot-Watt, Edinburgh Napier, Queen Margaret University, Edinburgh College and SRUC. If you study at one of them and agreed to data sharing, apply for the student discount online; otherwise upload your student certificate. Check any provider on GOV.UK ↗ and read our study in the UK guide.
We found no official source identifying particular neighbourhoods for Arab, Muslim or other communities, so we name none. Choose housing on commute, catchment and budget, then use the UKpedia24 directory for mosques, halal restaurants and doctors, and confirm details with each listing before you visit.
Common mistakes
- Comparing bills without the water charge: Edinburgh’s Council Tax includes water and sewerage, so compare totals.
- Looking for a Reception class: Scottish children start in P1, and Edinburgh registration opens in November for the following August.
- Paying bus fares for 5 to 21 year olds: they travel free once they have an NEC.
- Using an unregulated immigration adviser: GOV.UK warns you cannot get your money back if an adviser is not regulated.

Your next step
Add rent and your all-in Council Tax to the cost of living calculator, then work through the first month plan and get your share code ready for landlords and employers.
