Cardiff runs on Welsh rules

Wales has nine Council Tax bands, A to I, prescriptions are free for anyone registered with a GP, and state schools teach in English or in Welsh. Plan your first week around Wales, not England.

Living in Cardiff: what to sort out first

Living in Cardiff means using Welsh public services. Your local authority is Cardiff Council, and healthcare comes from NHS Wales through Cardiff and Vale University Health Board. In your first week, tell the council you have moved in so your Council Tax account starts, register with a GP (in Wales you do not need a fixed address or ID to do this), and work out how you will pay on buses and local trains. Prescriptions are free for everyone registered with a GP in Wales. For 2026/27 Cardiff’s average Band D Council Tax is £2,013, the lowest of any Welsh council area.

This page is for people arriving to work, study or join family. Wales sets its own rules, so check that any guide you read applies to Wales. An address on the edge of the city may fall under a neighbouring council, so enter your postcode on GOV.UK: Find your local council ↗ before you sign a tenancy.

Council Tax in Cardiff: nine bands and 2003 values

Two things make Welsh Council Tax distinctive. Homes are placed in one of nine bands, A to I, and the band depends on the property’s market value on 1 April 2003, not its value today, according to GOV.WALES ↗. Each band pays a fixed fraction of Band D: Band A pays 6/9 and Band I pays 21/9.

Welsh Government statistics for 2026/27 ↗ put Cardiff’s average Band D at £2,013, including police and community council charges. The Wales average is £2,283. Your own bill can differ slightly depending on your community council area. The full bill assumes two adults live in the home.

Band Fraction of Band D Estimate from Cardiff’s average
A 6/9 about £1,342
D 9/9 £2,013
I 21/9 about £4,697

Band A and Band I are our estimates from the official ratios; your bill shows the exact amount.

Discounts and exemptions in Wales, from GOV.WALES ↗:

  • 25% off if you are the only adult in the home, or if every other adult is “disregarded”.
  • People who are disregarded include full-time students, apprentices, and people aged 18 or over who are still entitled to Child Benefit.
  • The non-British spouse, civil partner or dependant of a full-time student can also be disregarded if immigration rules do not allow them to work or claim benefits.
  • A home lived in only by full-time students, and student halls, can be exempt (Class N and Class M).
  • Council Tax Reduction helps people on low incomes, but is normally not available if you have capital of £16,000 or more, with limited exceptions.

A worked example: one adult living alone in a Band D home at Cardiff’s average would pay about 75% of £2,013, roughly £1,510 a year, once the discount is applied. Keep track of your payments with the council tool.

Getting around: buses and Transport for Wales trains

Cardiff Bus is one of the city’s bus operators. Its website blocked our checks during this review, so we do not publish its adult fares; see Cardiff Bus ↗ for current prices.

Cheaper buses for 5 to 21 year olds. Under a Welsh Government scheme described by Transport for Wales ↗, a single costs £1.00 and a Tocyn Cymru day ticket £3.00 on participating buses, and Cardiff Bus is on the list of participating operators. Children aged 5 to 15 need no pass; 16 to 21 year olds must show a mytravelpass.

Local trains. Transport for Wales (TfW) runs pay as you go ↗ in South Wales. Tap a contactless Visa or Mastercard, phone or smartwatch at the start and end of each journey. American Express, Maestro and physical Chase cards are not accepted, and pay as you go does not work on local buses. Cardiff stations in the scheme include Cardiff Central, Cardiff Queen Street, Cardiff Bay, Cathays, Llandaf and Heath High Level.

TfW South Wales pay as you go Daily cap Weekly cap
Zone 1 £5.90 £17.70
Zones 1 to 3 £7.20 £21.60
Zones 1 to 7 £9.20 £27.60

Source: TfW fares and capping ↗. TfW treats Cardiff Central to Newport as Zone 1. Weekly caps run Monday to Sunday. If you forget to tap out you pay a £10 incomplete journey charge, and travelling without tapping in brings a £20 penalty. On TfW trains, under-11s travel free and 11 to 15 year olds travel free off-peak, both with a fare-paying adult. More in our UK transport guide.

Healthcare: NHS Wales and registering with a GP

Cardiff is covered by Cardiff and Vale University Health Board ↗. Its GP registration guidance ↗ says anyone can register with a GP practice in Wales, and you do not need a fixed address or ID. A practice can only refuse you if its list is full or you live outside its area, and it must not refuse you because of your race, gender, age, religion, disability, appearance, sexuality or health condition.

  1. Find practices whose area covers your address.
  2. Fill in one form, the GMS1. You can get it at any GP surgery.
  3. If your English is limited, ask for an interpreter. It is free.
  4. For urgent health advice, use NHS 111 Wales ↗.

Prescriptions are free. Everyone registered with a GP in Wales gets free prescriptions, and GOV.WALES ↗ notes that Welsh pharmacies have dispensed free of charge since 2007. See our healthcare guide.

Schools in Cardiff: English-medium or Welsh-medium

Welsh state schools teach mainly in English (English-medium) or in Welsh (Welsh-medium), and your council website lists both kinds in your area. Wales has its own curriculum, the Curriculum for Wales ↗. The GOV.WALES admissions FAQ ↗ sets out the rules:

Rule What it means for you
Full-time school By law, from the term after your child turns 5
When to apply Most admission rounds open in September and October and stay open for at least six weeks
Living in catchment You must still apply; living nearby does not guarantee a place
Nursery A nursery place does not give you a Reception place; apply separately
Waiting lists Children without a place are kept on the list until 30 September of the school year they applied for

If you arrive mid-year, contact the council’s admissions team straight away. Our schools guide lists questions to ask.

Students and community services

Cardiff Metropolitan University is one of the city’s universities. Whichever provider you choose, check it on GOV.UK ↗ before you pay, and read our study in the UK guide.

We found no official source identifying particular neighbourhoods for Arab, Muslim or other communities, so we name none. Choose housing on commute, school and budget, then search the UKpedia24 directory for mosques, halal restaurants and doctors. Confirm addresses and opening hours with each listing before you go.

Common mistakes

  • Using English Council Tax calculators: Wales has nine bands based on 2003 values.
  • Paying for prescriptions: they are free if you are registered with a Welsh GP.
  • Assuming living near a school is enough: you must apply in every case.
  • Forgetting to tap out at the station: it costs a £10 incomplete journey charge.
  • Using an unregulated immigration adviser: GOV.UK warns you cannot get your money back if an adviser is not regulated.
