Manchester is not the whole of Greater Manchester
Your address may be in Manchester City Council or in a neighbouring council such as Salford or Trafford. Find your council first, then sort out Council Tax, a GP, transport and schools.
Living in Manchester: what to sort out first
If you are moving to Manchester, start by finding your council from your postcode. Many places people call “Manchester” belong to other Greater Manchester councils, and your council sends the Council Tax bill and handles school applications. Next, register with a GP. Then pay on buses and trams with the same contactless card or phone every time, so the Bee Network caps apply. In Manchester City Council, Band D Council Tax for 2026/27 is £2,312.04 a year, and an adult bus hopper ticket costs £2.
This guide is for people arriving to work, study or join family, and for anyone comparing areas before renting. It covers the rules in England.
Manchester City Council and the ten councils
Greater Manchester is made up of ten councils, according to the Greater Manchester Combined Authority ↗: Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan. They work together on transport, but each sends its own bills and runs its own schools. For example, students near the University of Salford will usually deal with Salford City Council, not Manchester.
- Take the full postcode from your tenancy agreement.
- Enter it in Find your local council on GOV.UK ↗.
- Bookmark your council’s Council Tax and schools pages.
Council Tax in Manchester for 2026/27
Short answer: Manchester City Council’s Council Tax for 2026/27 is £2,312.04 a year for Band D and £1,541.36 for Band A, the most common band in the city. These totals include the Greater Manchester Mayor’s precepts, which the Combined Authority ↗ sets at £285.30 for police and £153.95 for fire and other mayoral services at Band D.
You will usually pay Council Tax if you are 18 or over and live in the property. The Valuation Office Agency puts each home in a band, and the council sets the charge. Manchester City Council ↗ publishes these annual charges for 2026/27. Every property in the city is in one of eight bands, A to H:
| Band | Annual Council Tax 2026/27 |
|---|---|
| A | £1,541.36 |
| B | £1,798.26 |
| C | £2,055.14 |
| D | £2,312.04 |
| E | £2,825.82 |
| F | £3,339.61 |
| G | £3,853.40 |
| H | £4,624.08 |
These figures are for Manchester City Council only; Salford, Trafford and other councils publish their own. Find your band with the Council Tax band checker ↗. If you think your band is wrong, the council says you must report it to the Valuation Office, not to the council.
The main reductions in England, according to GOV.UK ↗, are 25% off if you live alone, 50% off if everyone in the home is disregarded, and no bill at all if everyone is a full-time student (student rules ↗). A worked example from the table: one person living alone in a Band B home pays 75% of £1,798.26, which is about £1,348.70 a year, as long as they apply for the discount.
- Living alone: if you are the only adult counted for Council Tax, Manchester takes 25% off your bill. Claim it with your account reference (single person discount ↗).
- Low income: Manchester runs its own Council Tax Support scheme for working-age and pension-age people. Check and claim with the council’s calculator, or say you want it when you claim Universal Credit (Council Tax Support ↗).
- Paying: the bill is usually split into 10 monthly payments (GOV.UK ↗), and you can ask Manchester to spread it over 12 months. A Direct Debit takes 14 days to set up (ways to pay ↗).
Getting around: how Bee Network fares work
Transport for Greater Manchester (TfGM) runs buses and the Metrolink tram as the Bee Network. On the bus, tap once as you board. On the tram, tap in on the platform before boarding and tap out at your final stop.
| Fare (adult unless stated) | Price |
|---|---|
| Bee Bus single “hopper” ticket, valid on other Bee Network buses within 60 minutes of buying it | £2 |
| Child hopper ticket | £1 |
| Daily bus cap with contactless | £5 |
| Weekly bus cap (Monday to Sunday) | £20 |
| Daily bus and tram cap | £9.50 |
| Weekly bus and tram cap | £41 |
Sources: bus tickets ↗ and contactless tap and go ↗ on TfGM. A single tram trip costs £1.40 to £4.60 depending on zones.
- Use the same card or device every time; switching stops the caps working. Each adult needs their own card.
- If you do not tap in before a tram journey, or show the inspector a different card, TfGM charges £60 to the card you show, or the full £120 penalty fare.
- Weekend, 28-day and annual tickets cannot be bought through contactless. If you qualify for a discount or concession, or you are under 18, TfGM says its other ways to pay may suit you better.
Healthcare: registering with a GP in Manchester
Registering with a GP is free. The NHS ↗ says you do not need ID, proof of address, proof of immigration status or an NHS number. Your name, date of birth and address are enough.
- Find surgeries that cover your address with Find a GP ↗.
- Register yourself and your family, and keep the confirmation.
- For urgent help that is not an emergency, use NHS 111 ↗. In an emergency, call 999 or go to A&E.
A prescription in England costs £9.90 per item, according to the NHS ↗, unless you are exempt. Our healthcare guide explains who does not pay.

Community, languages and halal services
Census 2021 data published by Manchester City Council ↗ shows that, after English, the most common languages in the city are Urdu and then Arabic: 10,425 residents aged 3 and over gave Arabic as their main language. The same summary records 122,962 residents as Muslim. Across the wider city-region, a GMCA census briefing ↗ says 12.1% of Greater Manchester residents are Muslim. These are population facts, not a ranking of neighbourhoods.
To find services, open our directory and choose mosques or halal restaurants.
Before you rent in Manchester: a five-step check
- Council: check the postcode on GOV.UK. If it is not Manchester, use that council’s own table.
- Band: look up the address, then divide the yearly charge by the council’s number of instalments.
- Discount: living alone, count 75% of the charge; an all-student home pays nothing once exempt.
- Travel: buses only, the weekly contactless cap is £20; bus and tram, £41.
- GP and schools: check a GP surgery covers the address, and ask the council about local schools.
Put the results into our cost of living planner.
Common mistakes in Manchester
- Assuming every address is Manchester City Council. Salford, Trafford, Stockport and others are separate councils with different bills.
- Forgetting to tap out of the tram. The bus needs one tap; the tram needs two.
- Buying a day ticket for two trips. With contactless, TfGM charges two trips as 2 x £2 and only caps you when you reach the daily price.
- Not applying for a discount. Discounts and exemptions must be requested.
